Overview:

The Operations and Facilities Director oversees the physical functionality and safety of a large school district. This encompasses a broad range of responsibilities, including:  managing maintenance, transportation, construction, and renovation projects; ensuring the safety and security of all buildings and grounds; overseeing custodial and groundskeeping staff; overseeing food service staff; optimizing resource allocation for operational efficiency; implementing sustainable practices; and complying with all relevant regulations. The Director plays a crucial role in fostering a positive and productive learning environment for students, faculty, and staff by maintaining well-maintained, safe, and efficient facilities.

 

Compensation: $117,068 - $127,965 DOE, benefits eligible, exempt, 1.0 FTE.  

 

Calendar:  260 work days + 9 holidays + 6 personal

Job Responsibilities:

• Provide leadership and direction to supervisors of the Food Services, Maintenance, Custodial, and Transportation departments.
• Oversee and maintain the operation of all district property and building systems including mechanical, electrical, fire/life safety, plumbing, grounds management, and waste management.
• Represent the district in day-to-day contacts with contractors, architects and engineers in connection with facility renovations.
• Interface and coordinate activities with local government agencies as pertaining to district facilities and properties.
• Assist in the negotiation and administration of leases of district facilities and facilities used by the school district.
• Plan and direct the building services, including custodial, building maintenance and grounds maintenance.
• Develop and administer the school district's snow removal plan.
• Advise the Superintendent regarding school closure.
• Develop and administer a preventative maintenance program for HVAC equipment, playground equipment and other equipment as needed.
• Coordinate and implement a staffing plan for the Food Services, Facilities, Maintenance and Custodial Departments.
• Act as a mentor and coach to the Food Services, Facilities, Maintenance and Custodial Department Supervisors, providing guidance on best practices in food service management, leadership, and problem-solving.
• Develop and administer a vehicle and equipment maintenance/replacement plan.
• Develop and administer a facility and grounds use management system that makes the district facilities available to the area residents and athletic groups in cooperation with principals will coordinate the short-term and long-range facility improvement plans.
• Maintain access control system for outside groups using facilities and grounds.
• Work collaboratively with building administrators and staff to ensure a clean and safe environment for all students and staff.
• Conduct regular building inspections for safety, cleaning standards and procedure compliance; coordinate inspections by insurance companies, fire and police departments, health department, and Regional Office of Education audits.
• Complete District compliance trainings as required.
• Assist in the preparation of and supervision on the management of the departmental budgets in conjunction with the Superintendent and Director of Finance.
• Develop and/or coordinate bids, RFP’s, RFQ’s and other purchasing projects or initiatives specific to the Facilities department.
• Responsible for asbestos management plan, lead testing, district pest management plan, district safety plan, and district loss control in conjunction with the Director of Finance.
• Chair the District Safety Committee. 
• Conduct regular performance evaluations and provide constructive feedback on the Supervisor's performance identifying areas of strength and areas for improvement.
• Perform other related duties, as assigned.

 

Knowledge, Skills and Abilities:

• Ability to apply independent judgment in significant matters when coordinating and planning for inspections, recommend repairs and improvements for the district's facilities and grounds in order to maintain healthy and safe environments for students, staff, and the community.
• Ability to apply independent judgment in significant matters when coordinating emergency procedures affecting building and grounds including cold weather temperature control and snow removal.
• Knowledge of the principles and practices of engineering, architecture, construction management, facility management, budget preparation and administration.
• Knowledge of pertinent Federal, State, and local laws, codes and regulations.
• Knowledge of the principles of supervision, training and performance evaluation.
• Knowledge of principles and practices related to the management of maintenance, custodial, warehouse, and grounds activities.
• Knowledge of all applicable OSHA, EPA and School Code regulations.
• Skill in managing projects and providing leadership in coordinating interested parties in major projects.
• Knowledge of cleaning equipment, products, techniques and standards.
• Ability to direct, organize, and coordinate with supervisors in the large and diverse department.
• Ability to think critically, anticipate future trends, and develop comprehensive plans to achieve long-term objectives and strategic goals.
• Ability to communicate clearly and concisely, both verbally and in writing.
• Ability to establish and maintain effective working relationships with those contacted in the course of work including District administrators, staff, various private and public agencies, the public and other interested groups.
• Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations.
• Ability to learn proprietary software systems.
• Ability to manage varying workloads, to meet the timelines of changing schedules.
• Ability to read, interpret and analyze mechanical, electrical, and plumbing plans, specifications, and data.
• Ability to effectively and efficiently utilize labor and material resources.
• Ability to maintain regular and acceptable attendance levels.
• Ability to meet a high standard of safety and health code regulations.
• Ability to be on call to respond to district emergencies either via the internet or as dictated by the nature of the emergency.
• Ability to operate an Energy Management Control System.
• Ability to effectively use software and cloud services, including the following systems: Google Workspace, Microsoft Office, Access Control, and Security Camera, ticket management, project management.

 

Minimum Qualifications:

• Bachelor’s degree in Facilities Management or related field and five years of related experience, including experience in a management capacity; or any combination of equivalent experience and training.
• Hands-on or administrative experience with HVAC units, electrical, plumbing, grounds care, custodial care, carpentry, and security.
• Must possess a valid Montana Driver's License.

 

Preferred Qualifications:

• Master’s degree in construction management or closely related field.
• Previous experience as a Facilities Director in a school District.
• Leadership and administrative experience
• Hands-on or administrative experience with playground equipment and school grounds/facilities

Physical Demands: 

• Ability to stand on feet for extended periods of time, stoop, bend, lift, and carry items up to 40 pounds.
